Letter from the Ministry of Civil Affairs on the "Proposal on Including" Child-Friendly Communities "in the Community Development Plans of Governments at All Levels" (Abstract)

I. Issues on promoting the sustainable development of child-friendly communities and incorporating the creation of child-friendly communities into the scope of government procurement services

The community is the home of the residents and the habitat of the children. Children are an important object of community service. Creating a safe, peaceful, equal, and supportive community environment for children is an important part of community construction. Since the publication of the Outline of China's Children's Development (2011-2020), our ministry has guided the development of community service systems and continuously improved the level of community child services.

(1) Strengthen the construction of community service facilities and guarantee the community children's service sites.

In accordance with the "Community Service System Construction Planning (2011-2015)" (Guobanfa [2011] No. 61) arrangement, from 2012 to 2015, our Ministry and the Development and Reform Commission implemented a central infrastructure investment of 800 million yuan, driving local investment of 1.14 billion Yuan, new community integrated service facilities of 1,055,500 square meters. As of the end of March 2016, there were 82,082 comprehensive community service facilities in the country, including 905 community service guidance centers, 15,860 community service centers, 65,317 community service stations, and urban community comprehensive service facilities coverage reached 82.1%. Relying on comprehensive community service facilities, localities have set up “four-thirty classrooms” classrooms, and hired professional social organizations or qualified college students to lead their children in extracurricular education to make up for the shortcomings of inadequate guardianship at certain times in the family. Adults provide rich book resources, e-reading resources, and a green Internet environment to create a green and healthy learning environment.

(2) Strengthen the construction of residents' committees and consolidate the foundation for community child services.

Implement the "Opinions of the General Office of the Central Committee of the Communist Party of China on Strengthening and Improving the Construction of Urban Community Resident Committees" (Zhongbanfa [2010] No. 27), and continue to strengthen the construction of community residents committees. The first is to continuously improve the organization system of the community residents committee, select and match the strong residents group leader and the head of the building, actively promote the residents' self-government, and promote the formation of the community residents committee, the residents group, and the building's door. The second is to make community children's services an important part of the work of the community residents committee to assist the government and its dispatched agencies, give full play to the characteristics and advantages of the community residents committee to serve residents and stay close to the grassroots, and rely on the community residents committee members' block and home visit system Assist government departments to understand the basic situation, timely discover the violations and hidden dangers of children's rights and interests, and coordinate the relevant departments to intervene and help to achieve the effect of combining prevention and assistance. The third is to increase the training of members of the community residents committee, including the "People's Republic of China Law on the Protection of Minors", government procurement services, and the mental health of adolescents, to improve the awareness and ability of members of the community residents committee to protect children's rights and interests. To improve the service level of children in the community, the community residents committee can perform the duties of guardian according to law when necessary.

(3) Actively coordinate community resources and enrich community child services. The first is to purchase services through the government, fully cultivate community social organizations, introduce professional institutions, and provide targeted community services for children based on their diverse needs. For example: some communities open “mental health classrooms”, where professionals provide regular mental health counseling to children; some communities set up “parent-child activity rooms”, and professional early childhood education institutions regularly visit the community to provide early education counselling for preschool children and their families ; Some communities cooperate with colleges and universities to provide care and counseling to special children whose parents are divorced and whose parents have not been around for a long time, so that they can experience the warmth of the community and neighbors, and avoid their out of order behaviors. The second is to explore the existing resources among community residents and promote the development of community family education services. For example: with professionals among retirees as the core, organize health consultation, interest exchange, education experience sharing and other activities. The third is to actively promote the units in the district to open cultural, educational, sports and other activity facilities to community residents. Many community residents' committees have actively contacted resident units such as cultural centers, libraries, museums, schools, and gyms in the community to open facilities and related resources to children and enrich the community's child service forms.

(4) Carry out the demonstration and creation of harmonious communities and improve the service level of children in the communities.

Taking the second national harmonious community construction demonstration unit creation activity as a carrier, the content of strengthening children's activity venue protection, protecting children's legitimate rights and interests, and enriching community child service forms will be included in the index system to promote the improvement of community child service levels. Various localities actively promote the creation of harmonious community construction demonstration units to evaluate and promote construction, and further explore innovative measures and effective methods to improve the service level of children in the community. For example: some places make full use of civic schools and community schools to hold lectures on the popularization of knowledge about the protection of minors' rights; some places rely on special holidays such as Children's Day, through legal advice, distribution of publicity readings, production of publicity boards, broadcast of promotional videos, etc. Means to carry out large-scale publicity and education activities; in some places, community publicity boards are used to post anti-domestic violence and minor protection publicity wall charts, and relevant publicity videos are displayed through community information kiosks to promote community residents ’protection of the“ Minor Protection Law ”. By raising the awareness of community residents to protect children, mobilizing community residents to jointly create a good living environment for children and create a good atmosphere in which everyone cares about children.

(5) All departments work together to promote the construction of "child-friendly communities".

Recently, the Opinions on Strengthening the Safeguarding Work of Children in Difficulties (Guo Fa [2016] No. 36) issued by the State Council has emphasized in the safeguard measures to strengthen capacity building and use existing public service facilities to open children's homes and service venues. In order to further promote the main goals and strategic measures for the development of community child protection and services clearly stated in the Outline of China's Child Development (2011-2020), and to explore the working model of community child protection and services, the Office of the Women and Children's Work Committee of the State Council and the United Nations The foundation cooperated, drawing on the useful experience of the community child protection working mechanism and child-friendly home projects, and carried out community child protection and service system construction projects in 21 pilot communities in 9 provinces (regions), including Guangxi, to vigorously promote community child protection and service work .

According to the provisions of the current documents, the central government's government-guided catalogue of service purchases was determined by the competent business department in consultation with the Ministry of Finance, and a document was released with the approval of the Ministry of Finance. At present, this work is progressing steadily. Next, we will work with the Ministry of Finance and other relevant departments to study and explore the feasibility of incorporating minors' guardianship, creating child-friendly communities, and community pensions into the government's guide to purchasing services, constructing child-friendly communities, and improving government services to the people. System and promote the innovative development of social governance models. At the same time, continue to guide local governments to strengthen the construction of community service facilities, strengthen the capacity of community organizations and services, and cooperate with relevant departments to do a good job in community child services.

Second, on encouraging mothers to re-employ and start a business

The Party Central Committee and the State Council have always attached great importance to the issue of women's employment and entrepreneurship, implemented active employment policies, broadened women's employment opportunities, strengthened employment services, and promoted women's employment and entrepreneurship. The Ministry of Human Resources and Social Security has implemented an active employment policy on the issue of women's employment and entrepreneurship to promote the employment and entrepreneurship of various types of workers, including women. The first is to adhere to the priority of employment and improve employment and entrepreneurship policies. Implement employment priority strategies and more proactive employment policies. Public service agencies are open to all job seekers, including women, for free, providing services such as employment information, policy advice, career guidance, and job placement. The fourth is to encourage women's innovation and entrepreneurship. Cooperate with relevant parties to continuously promote the reform of the commercial system and the reform of the administrative approval system, support the development of a number of new incubation institutions such as Zhongchuang Space and entrepreneurial bases such as university student entrepreneurship parks, migrant workers returning to rural entrepreneurship parks, strengthen entrepreneurship services and entrepreneurship training, and implement women's entrepreneurship New policies such as secured loans, tax deductions and subsidies for job hunting and entrepreneurship.

In order to promote the employment and entrepreneurship of workers with employment difficulties, the Ministry of Finance implements an active employment policy and encourages people with employment difficulties to improve their labor skills, flexible employment, and autonomy through policies such as vocational training subsidies, vocational technical supervision subsidies, social insurance subsidies, and job search and entrepreneurship subsidies. Governments at all levels have increased their investment in special employment funds each year, which are used to implement various employment and entrepreneurship support policies. During the "Twelfth Five-Year Plan" period, the employment subsidy funds invested by fiscal authorities at all levels nationwide increased from 66.9 billion yuan in 2011 to 88 billion yuan in 2015, with a cumulative investment of 408 billion yuan.
