——Interview with Zhou Weiyan, Chairman of Beijing Yongzhen Public Welfare Foundation and Director of Child Friendly Community Committee of China Community Development Association
"Community World" reporter (hereinafter referred to as "reporter"): It is well known that you were the founder and executive chairman of the "One Foundation". Now you are also the chairman of the Yongzhen Charity Foundation and dedicated to the cause of children. With the operation of social enterprises, to create a living inclusive project that is rooted in the community, why do you devote yourself to inclusive child service?
Zhou Weiyan:
My second baby was born five years ago, so I withdrew from the front-line operations of the One Fund. It was also because of the birth of this baby that I started social work related to children.
When the second child was born, it was a bit difficult and unexpected, making the baby have some obstacles. I was fortunate to get help from many people, so the child can grow up healthily and happily, and the body is miraculously recovering. I also hope that I can take this Fortunately, more mothers and families are helped through socialization and public welfare.
You can get enough attention in early childhood, have a correct understanding of early childhood education, and master the right methods, then whether the child's main caregiver is an ancestor or parent or other guardian, the child will have a good start to life. Therefore, the education for the common growth of this inclusive family is of great significance not only to abnormal children, but also to all children.
A safe and harmonious family environment and community environment are very important for the growth of a child's life. The degree can even exceed what kind of early education method and health hospital. Children born in this environment have a very good character, and that character is a crucial factor in determining a person's life.
Reporter: At the end of 2015, you first mentioned the
forward-looking concept of "child-friendly community". This year, you
also promoted and jointly launched the "China Child Friendly Community
Promotion Plan" with the China Children and Teenagers Fund and China
Community Development Association. "Child-Friendly Communities" is
based on the concept of localization and community based on the United Nations
"Child-Friendly Cities". Why do you choose communities as the
project's hosting point? What kind of communities can be called
"child-friendly" communities?
Zhou Weiyan:
The creation of a good family environment and community environment is very difficult to rely on the government and business organizations alone. It requires the government and business organizations, especially social organizations, to jointly participate and build a comprehensive service system.
Everyone has their own small home, our home is in the community, and the community is ours. The community is a vehicle in which children are very closely related, because children grow up in families and communities. Community The family environment of children aged 0-3 to kindergartens and elementary schools over 3 years of age, all the way to their adult adults, is always inseparable from the nourishment of the family and the community, so the development of children cannot be separated from the community.
Over the years, we have been promoting community governance and community construction. In fact, they are inseparable from the needs of ordinary people. The two types of people who have the most prominent needs for the community are the elderly and children. There are many services for the elderly in the community, and there are also many national policies. On the contrary, it is relatively small for children, which is easy to be ignored, and there are very few organizations that provide such services. Vulnerable groups that cannot be ignored. The degree of support and attention to vulnerable groups is an important indicator of the degree of social civilization. As the hope of the motherland's future, children have important significance for sustainable development and should not be ignored in the context of the community. So for now, the lack of community public services for children and the lack of support policies also reflects that there is still room for improvement in social development.
What kind of community can be called a child-friendly community, there are many cases internationally. For example, in the cases of Copenhagen and Australia, let us see a child-friendly design evaluation system. There are child-friendly cities in the world. At present, several expert seminars have basically identified nine principles as a proposal and a draft, as children. A starting point for friendly community norms.
The nine principles that a child-friendly community must possess are: child safety (protection against loss, protection from accidents, protection against accidental injuries); child-friendly space and environmental design (public spaces for free play, outdoor collective venues); communities and schools Linkages between communities and families; linkages between communities and social organizations that provide children's public services; resident units are friendly to children in the community; resident companies are friendly to employees and their children; the embodiment of children's right to participate in community governance (the right to know , Right of speech, right of suggestion); standards for professional staff related to children's public welfare services (such as mom community attendants).
Reporter: We see that the Chinese child-friendly community plan is mainly composed of four major sections: safety, parenting, participation and health. What are the reasons for choosing these four sections in child-friendly communities?
Child safety is the number one priority. Generally speaking, accidental injury to children refers to roads, falls, drowning, burns and poisoning. These are accidents caused by improper care. The World Health Organization also categorizes this. Studies in China over the past ten years have shown that injuries play an important role in the cause of child death. Among children aged 1-14 years in China, accidental injuries are the leading cause of death. Every year, nearly 50,000 children aged 14 and under die from accidental injuries, with an average of nearly 150 daily. However, the injury caused by child injury is just the tip of the iceberg. Behind every small life that has died unfortunately due to accidental injury, there are hundreds of children who are disabled due to accidental injury.
Why is the word parenting used for child rearing? Because parenting is more about parents, parents are the best teachers and the best doctors in children's lives. There are many dual-worker families in China, so there is very little time for parents to accompany their children. It is impossible to master the concept of special professional parenting. We very much hope that this section of child rearing can promote parent education and improve the attention of child rearing.
What is more specified is the right of children to make their suggestions on the construction, planning and public services of this community, because they are an integral and integral part of the community, they have this right, they can understand, participate, and can see through their eyes And perspectives to tell adults that they want a safer and more comfortable community that allows them to grow happily, and they can come up with their ideas as an important part of participating in community building.
Health is also our most basic need. The community has community service stations and community hospitals. These are very important supporting systems for children's health. Health includes children's physical and mental health. As the social structure becomes more and more complex and the development speed is getting faster and faster, children's mental and physical health should be the concern of the community and the relevant educators and families. The care and attention of the caregivers, hope that the relevant public service system can gradually emerge and take shape.
These four major sections are the content sections of child-friendly communities. In addition to these sections, this promotion plan for child-friendly communities also includes the community's spatial planning and design, and the transformation of public service facilities, such as whether there is play space in the community's public green space. You can go on your own exchanges and meet other children, such as the construction of our public service system, whether the toilet has a child's washstand and a small toilet, and whether it is convenient to use public service equipment. This is also a space modification related to the child-friendly community And hardware matching.
In addition to space hardware support, this is part of local policy. This is a more important point and should be given first priority. In terms of child-friendliness, whether local policies support and whether there is a support system in the local area. For example, this child-friendly community in Canada has a self-assessment system, and this matter is also promoted by the government. Therefore, in the matter of child-friendly cities, local government support, concept recognition and action are also very important.
Reporter: In the future, the China Child Friendly Community Promotion Plan will select pilot communities to practice and refine the results. We found that these pilots not only focus on children in urban communities, but also focus on children in rural and urbanized communities; not only provide growth for ordinary children. The friendly space also benefits migrant and left-behind children. What are your criteria for choosing these pilot communities? Zhou Weiyan:
When we choose these pilots, we actually look at two general directions. The first is whether the local government has the vision and determination to participate in this matter, and whether it recognizes and acts.
The second is whether these pilots have a universal demonstration significance? Are they meant to be copied? Can they be a role model for promoting child-friendly communities in other parts of the country? Can they be a benchmark, such as the size of the city? The indicators of economic development, whether it is developed or underdeveloped areas, or poor places, we will choose at different levels and in different types of communities as a universal demonstration pilot.
Reporter: Entrepreneurship in the masses, innovation in the masses Today, the China Child Friendly Community Project is based on the child-friendly zone that is generally missing in the community to promote and incubate mom entrepreneurs in the community. How do you think of promoting the mother What about entrepreneurship? Zhou Weiyan:
When we do planning and planning for each different child-friendly community, we not only have his common characteristics but also his characteristics, then this characteristic is designed according to the characteristics of each different community, local customs and local conditions to design the project. Planning, but this commonality is the content module and ideas that everyone will have.
In the public service work of children in the first-line grassroots communities in the past five years, we have found that it is not enough to rely on external public welfare organizations and social worker organizations. We must mobilize the self-rising power of the community to continue. In this matter, we It is found that the child who cares most about the child is the mother of the child. Only they will continue to participate passionately. It is also based on this that we mobilize the community mothers to participate in this matter is the most sustainable and powerful.
We also particularly hope that through platform-based project creation, more capable, talented, and entrepreneurial passion mothers can find new platforms for their career development, and realize the opportunity of realizing the value of small families and community families.
Reporter: In March of this year, two "child-friendly"
"big incidents" occurred: the Ministry of Civil Affairs set up a
minor (left-behind) child protection office; the second is that Ms. Zhang
Liming, member of the National Committee of the Chinese People's Political
Consultative Conference, proposed that "child-friendly communities be
included at all levels" Proposals for Government Community Development
Plans. " Children are the hope of the country. It is foreseeable that the
future government will be more concerned about the growth of caring for
children. Here, please also look forward to the future of "Chinese
child-friendly communities".
Zhou Weiyan:
The direction and prospects of child-friendly communities are very exciting. It can be said that the prospects of the project are very good. On the one hand, with the progress of society, more and more families have begun to pay more attention to the physical and mental health of early childhood, and with the opening of the second child policy, the demand has become more and more intense. In addition to educational institutions and commercial institutions, social institutions have also begun to appear more and more, and the development around children is constantly emerging.
On the other hand, community governance is also booming, and innovations in community governance are also emerging endlessly. In this process, children are not relevant and there is a lot of development space.Local governments are increasingly paying attention to community residents' participation in community governance. Children are just a cut-in Point, it is easy to allow community families to actively and effectively participate.
The two keywords around community and children will also bring about potential business model innovations, so the child-friendly community is a project that can be docked with the government, social organizations, and business organizations. The biggest beneficiary of this docking is the child. And parents is a platform that is beneficial to all parties. Its future is inestimable. Such a platform also requires the participation of all sectors of society. The biggest challenge is good projects and implementation. In particular, coordinating and coordinating with different identities, institutions with different identities, and projects with different positioning. The challenges in this area are also very large. Cross-border cultural backgrounds are different, and cross-border functional departments work together to coordinate operations. There are certain difficulties, but the prospects are still very good, so we must seize the time to act and refine our experience in practice to explore.
