" It is not difficult to see that the government pays more attention to the realization of children's rights, and the realization of rights is the child-friendly at the national level and the obligation to protect children's rights.
Child-friendly at the national level, efforts have been made from left-behind children. Just after the beginning of spring, the State Council issued the Opinions on Strengthening the Care and Protection of Rural Left-behind Children. Immediately afterwards, the Ministry of Civil Affairs officially established the Minor (Left-behind Children) Protection Department. The investigation of rural left-behind children was started. Inter-ministerial joint meeting system was established. With the warm sun in the spring, the temperature of the policy has also risen a little bit. This year may be even warmer for left-behind children.
At the same time, the 13th Five-Year Plan clearly stated "building a social network for minors to care and improve the system of protection and services for minors in the community", and put forward requirements for child-friendly society. And support is at the community level. The first step for a child to enter society is to enter the community where he lives. Especially preschool children spend most of their time in the community and have a natural connection with the community. Therefore, how to reshape the connection with children and the community is an important part of building a social care network. Through the "Children's House" high coverage in urban and rural communities, the community can provide children with timely and effective support and care, and intervene in the occurrence of violations of children's rights. Not only the “Children ’s House”, mobilize social forces, integrate social resources, encourage enterprises and institutions, social organizations, public welfare organizations, social workers, volunteers and other institutions and personnel to participate in the child-friendly system of the community The social basis of the adult protection system.
However, no matter how friendly the external environment is, the primary environment for children's growth, or the endogenous environment, is still their family. On their growth path, which child does not care about their parents' arms? The family is the guardian of the child, and the parent is the best companion for the child's growth. The responsibility of the family should not only be ignored, but should also be placed in the most important position. Especially those left-behind children who are surrounded by loneliness. Although the government and society can provide help for left-behind children, they cannot replace the role of family and parent's company. With the development of communication technology, a phone call and a video let children feel the warmth of their parents' affection instead of forgetting. Therefore, establishing a normal mechanism for online communication between left-behind children and out-of-town parents, and awakening migrant workers' attention to parent-child companionship may be more conducive to solving the lonely and autistic mental illness of left-behind children. Not only left-behind children, but for all children, family friendliness is the most direct and effective act of love.
